This investment supports the Oregon Primary Care Association (OPCA) to establish a standard oral health metric, that aligns with the state's broader payment environment around diabetes and provide training and technical support to 3-5 health centers in piloting the collection and usage of the oral health metric to further demonstrate the value of oral health to person-centered care. OCPA has been a long-term partner of DentaQuest through the Strengthening the Oral Health Safety Net initiative and the National Oral Health Innovation and Integration Network and has served as both an active partner and thought leader in supporting the network of PCAs.
OPCA work aligns with opportunities in the state right now relative to a new performance metric that focuses on oral health screening for patients with diabetes beginning in 2020. Data will be collected using claims, rather than EHRs, which results in a gap in health center HIT infrastructure to measure and monitor progress, despite growing support and interest by health centers for being active in the value-based care space. The outcomes of this project are to produce a white paper on the structural barriers to oral health integration and value-based payment in the state, while working with 3-5 specific health centers to assess, train, and report on a greater capacity to capture and use a diabetes metric within their workflow and processes. $95,000 supports staff time and travel associated with deliverables as well as funding to support a “learning summit” in January of 2021 to spread the learning from the cohort of health centers to the broader safety net.
